Sorry to bump this old thread, but what I have to share might answer some of your discrepancies.
Dana's hair: What Earth human in any universe has naturally BLUE HAIR? Answer dye... Miriya has green and suppose MAX is a natural blonde that religiously dyes his hair blue.
After birth her Green hair could be dyed blonde OR have turned blonde naturally OR was dyed green to begin with... In any scenario no big deal.
(Oh yeah, and Mylene has naturally PINK hair, I seriously doubt it)
Technology of the ASC and REF. Events of the REVAMPED Robotech the Untold Story (RTUS) take place at some period of time before the REF leaves Earth.
The Garlands and other things seen in the film were what the ASC was going to field and also was the precursors to REF equipment. After the whole debacle is over LEONARD orders the ASC to STOP using the designs immediately and all new weapons systems are to be created because of the apparent breach in security to the agents of the Robotech masters. Leonard keeps most of the info why a secret to use against the REF at some future date.
Lang perfects the Alpha fighter and Cyclone.
The reason why hover cycles aren't plentiful is because they never transform anyway. Right after the RTUS happens the line is dropped and only surplus ones are left anyway.
The REF uses the Factory SAT to build up the REF fleet and assets. Leonard uses his new designs and builds up on earth but at a vastly slower rate and bitches about it constantly...
His Paranoia keeps his agenda and plans separate from REF command due to the earlier security breach.
As for MARS:
UEG had mars base Sara, it's no big stretch that in 15 years they might make another base or small colony there again. REF used clones to supplement their forces so that also ties in to a soldier's quote on Marlene's Horizont transport, "most of us were born in deep space on a RT ship".
We really don't know the true scope of the REF assets IN system or what they did during the sentinels campaign for personnel or equipment resupply.
In the lack of glaring counter evidence the quotes by the characters can stand (flimsily).
Hopefully some of you will find those theories agreeable.
