Bill 156, known under such names as Nonexistent Youth Bill Ver.2, Nonexistent Crime Bill and the Anti-Anime and Manga Bill, was approved by a majority of full session of the Tokyo Metropolitan Assembly.

Self regulation will be mandated from April 1st and sales regulation enforcement will begin from July 1st of 2011. While the amendment does not specify the status of previously published books, specialists believe reprinting of titles published in the past will now be subject to the new restrictions after the above dates.

As you already know, Tokyo already has the power to designate anything that is too sexually stimulating for minors OR too sadistic for minors OR too likely to cause criminal acts among minors OR cause suicide among minors as “harmful material”, and force such material to be treated as adult only material.

With the passage of Bill 156, the Tokyo Metropolitan Government will have the additional power to restrict any manga, anime and video games (but not live photography works) that feature any sexual acts that would violate criminal codes or Tokyo ordinances OR sexual depictions between close relatives who could not legally get married to be treated as adult material IF they are presented in “unjustifiably glorified or exaggerated manner.”

There's an old saying that some folks use when deciding what sorts of perverse images to post on 4chan's /h/ (hentai) board: "If it looks like a loli, it is a loli." That's pretty much a (very) loose rule of thumb to follow to avoid getting banned. After all, there are so many characters in anime and manga that are supposedly a billion years old, yet look like they have yet to leave middle school. A useful set of criteria, if you ask me.
Nevertheless, I wouldn't want it signed into law, which is what a proposed legislative amendment put before the Diet aims to do.
According to Canned Dogs' translation, the gist of the law goes as follows:


"Any character that regardless of actual age has an appearance of being under 18, and has a possibility of causing youths to lust for or possibility of bringing this fantasy to real life, will have to be censored"


Presumably this is aimed at 2-D art, but it's not clear whether it's aimed at adults-only content (which is already censored), or at all 2-D stuff. I'm thinking the former. But in a worst-case situation, the law might also be aimed at live-action material, like Australia's infamous ban on flat-chested ladies.
Of course, the usual objections must follow. Who decides what does and does not look like an 18-year-old? There really are adults IRL who look a little but like Hagumi up there in the header, after all. Further, "has a possibility of causing youths to lust for" is extremely vague. Youths will lust for anything.

WELL, IT WAS A MATTER OF TIME BEFORE MORAL TOOK OVER WHAT WAS THE STATUS QUO IN JAPAN. WHERE JUST THROWING AN ADULT AGE ON AN UNDERAGE LITTLE GIRLS WAS NOT WHAT PARENTS IN JAPAN WANT REPRESENTED BY MANGA OR ANIME IN THEIR COUNTRY. ESPECIALLY WHEN THIS STUFF WAS GOING ON FOR A LONG TIME.

ESPECIALLY WITH THE ANIME MARKET GOING DOWN THE DRAIN FOR A WHILE AND ANIME TITLES WERE EXPLOITING THIS TREND TO PUMP SALES.

Well, the way I see it, this has come to, mostly because westerners can't accept that what they think is legal and moral, has to be driven out globally. Take the rape game a while back.

This stuff has been accepted generally, by the Japanese Public for decates, if not centuries, without major issues impacting the globe. Now that the world has unlimited access against TV/social boarders, Japan as a nation gets a bad wrap due to judgemental parents who have no sense of propriaty.

IF THIS WERE TRUE THEN THE PUBLIC OF JAPAN WOULD NOT INSTITUTE A CHANGE THEMSELVES.

I THINK SINCE THE ANIMATION MARKET BEEN EXPLOITING THIS TREND RECENTLY, CONSIDERING THAT THE MARKET ITSELF HAS BEEN GOING DOWN, MUCH OF THE ANIME STUDIOS AND PUBLISHERS FIGURE THEY JUST ADD MORE KIDDIE PORN CONTENT TO MAKE UP REVENUE. AND OF COURSE, PARENTS IN JAPAN HAVE TO STEP IN AND SAY "NO MORE".

Memo, yes, the modern public, after the last 20 years or so of international criticism towards Japan by the public of other nations.

If you go back in history, the themes, and some modern day transfered stories, go as far back as the past 200years. The same sort of issues(though a different subject) happened to us not too long ago, which parallels this.

I know that the slump in the industry has forced companies to make a quick profit on these themes, and if the industry was as isolated as the good old days, I'm sure it wouldn't have come to this. However, its only a few hours before any single peice of anime is uploaded to ilegal video streaming sites, torrents, or even 'private' sites, mostly the Western Europe, North American circuits.

That then gets focused back to Japan, and triggers this sort of legistlation.

I cant comment whether this whole thing plus the subjet is right or wrong, as its not my nation/sociaty, however I'm happy for Japan to do, write, animate, or film, whatever they want, providing they don't market it in my country.

Do you wish to have a serious discussion about this, or are you just trying to come up with SOME reason, ANY reason why Robotech is supposedly "better"?

If anything, I think YOU'RE the only giving Macross "special treatment." Other shows, movies, etc. have WAY more objectionable elements than Macross Frontier has, and yet you say nothing about them. Check out MTV sometime, watch a few movies aimed at teenagers.

As I said when we met up a few months ago, look at the Franco Zefferelli movie of Romeo and Juliet. A movie that gets shown often in high school classes...and yet, there's a clearly post-coital nude scene featuring two underage actors. Why not attack that for a change? Why not attack Twilight? Or Harry Potter, which has a couple of dirty jokes thrown in?

If glowing, nippleless, astral projection Ranka is so repulsive and offensive, what about these other things? What about the Annie nude scenes in the Robotech Remastered collection? If Frontier deserves to be banned, then surely the Protoculture Edition should be taken from the shelves. Why aren't you clamoring for that to happen?

The Japanese law you cite in the beginning of this thread was a PROPOSED law, one which was shot down earlier this year. It is not a law, it will never BE a law. It says nothing about Macross, Gundam Seed (which has a SEX SCENE between two underage characters, f'r cryin' out loud), Evangelion, Akira, or any other anime which may have "objectionable" material. YOU made that connection in your head, and you're acting like it's part of the law.

I shouldn't have to explain this to you. It should be clear to anyone with an ounce of common sense. Since I know that you DO have common sense, I can only assume you're doing it out of some strange desire to put Macross fans on the defensive.

Which is fine, if that's how you get your kicks. But to bring a real and serious issue like children pornography into the mix is irresponsible, and a trivializing of the problem.
